CM web Conner McDonald, SR/WA is a Right-of-Way Consultant with Bender Rosenthal, Inc working on projects throughout California and Nevada. Conner’s practice in the real estate and right-of-way industry has spanned 15 years, providing services to Public Agencies, Utilities, Non-Profits, and Educational Institutions.  With specialties in land rights, negotiation, acquisition, condemnation, and land management, Conner has provided advising and consultancy to clients on a diverse array of projects, from transportation to flood control, including The California High-Speed Rail Project, The Feather River West Levee Rehabilitation Project, PG&E’s Community Pipeline Safety Initiative, and various land management, road widening, utility, and pipeline projects throughout Sacramento, Yolo, El Dorado, Placer, Nevada, Sonoma, Sutter, Yuba, and Butte Counties.  Conner has served with the IRWA since 2012, and is currently President of Chapter 27 and Vice-Chair of the International Public Agency Committee.  He also serves as a Region 1 Young Professionals Liaison.

Prock Marnie-c1 Marnie Prock is a senior paralegal in the Municipal Law practice group of Best Best & Krieger LLP. She has more than 26 years of legal experience working on cases that involve public agencies, private companies and individuals. She works on complex projects for BB&K's 8 California offices and the Washington, D.C. office. Marnie's experience includes complex eminent domain actions involving acquisitions for a myriad of large public projects, such as airports, levee improvements, freeways/highways/roadways, billboards, parkland, sewer and water easements, bridges and other public improvements. She is able to coordinate and organize multiple owner, tenant and parcel projects, including actions filed across multiple counties. In recent years her practice has shifted to real estate and development matters, title insurance litigation and telecommunications. In this capacity, she assists with title searches, analyzing title exceptions and defects, drafting acquisition agreements, leases, conservation easements, and property exchange agreements. In addition, she has a vast knowledge of land use, zoning and entitlement processes across California. She also applies for and manages several clients' property tax exemption filings.

Sarah Williams, RWA joined the IRWA in 2016 and currently serves as Chapter 27’s Treasurer, Newsletter Editor, Young Professionals committee leader, Website maintainer, Education Co-Chair and is a Region 1 Co-Chair of the Young Professionals Committee. In 2018, Sarah was a finalist for the Young Professional of the Year award at the International level, was awarded Young Professional of the Year at the Region level, Member of the Year for Chapter 27, and took home Newsletter of the Year at the Region level for Chapter 27.

Sarah has 15 years of combined experience between residential Real Estate and Right of Way. Sarah has a Bachelor's Degree from CSU Sacramento majoring in Criminal Justice. She earned her California Real Estate Salesperson's license in 2017. As a Right of Way Agent for Interwest Consulting Group, Sarah has performed acquisition tasks on a variety of projects, including utility, transportation, infrastructure, water, bridge, and affordable housing. She has also worked, in a staff augmentation role, directly within the City of Elk Grove to provide direct Real Estate support to the Public Works Department. These projects have enabled her to learn about various right of way processes, including easements, partial acquisitions, full takes, relocation services, and conservation easements.

Eeden Lee Eeden Lee, RWP is a Land Agent with California State Parks working as a liaison between utility companies and property owners throughout Northern California. Eeden has worked with Pacific Gas & Electric on projects performing tasks ranging from budgeting and cost analysis to acquiring easement and property rights through negotiation with both public agency and private property owners. Eeden has 12 years of experience in management and analysis, with a successful record of negotiating solutions and communicating concepts in complex fields including land, finance, and supplier chain. His diverse experience in the areas of team management, marketing, partnership building, project management, and training enables him to successfully negotiate in a variety of complex situations. Eeden joined the IRWA in 2016 and was the winner of the 2017 IRWA 40 for 40 Scholarship award. In addition to his duties as Secretary for Chapter 27, Eeden also serves as the Education Chair.
