Linus Paulus has over 16 years of right-of-way experience, all with the State of California Department of Water Resources.  He currently oversees the Acquisition and Appraisal activities of property required for flood, State Water Project, habitat restoration, and other projects statewide. Linus has a Bachelor's Degree from CSU Sacramento majoring in International Business with an Economics minor.  During his time at DWR, Linus has also overseen DWR’s Property Management, and Encroachment Permit Sections, performed fair market value appraisals, developed policy and procedures to deal with unauthorized encroachments, drafted and managed contracts of right of way consultants, performed condemnation activities, and worked with railroads..  Acting as DWR’s Program Manager, Linus has successfully coordinated with Cal-Trans on multiple highway relocation/expansion projects across the State.

Conner McDonald is a Right-of-Way Consultant with Bender Rosenthal, Inc working on projects throughout California and Nevada. Conner’s practice in the real estate and right-of-way industry has spanned 15 years, providing services to Public Agencies, Utilities, Non-Profits, and Educational Institutions.  With specialties in land rights, negotiation, acquisition, condemnation, and land management, Conner has provided advising and consultancy to clients on a diverse array of projects, from transportation to flood control, including The California High-Speed Rail Project, The Feather River West Levee Rehabilitation Project, PG&E’s Community Pipeline Safety Initiative, and various land management, road widening, utility, and pipeline projects throughout Sacramento, Yolo, El Dorado, Placer, Nevada, Sonoma, Sutter, Yuba, and Butte Counties.  Conner has served with the IRWA since 2012, and is currently Treasurer of Chapter 27 and Vice-Chair of the International Public Agency Committee.  He also serves as a Region 1 Young Professionals Liaison.

Cosima Broglio joined the IRWA in 2013.  Cosima is the Project Manager at Precision Simulations, Inc., a 3D animation and reconstruction firm located in Grass Valley CA.  She has been with the company for over 3 years.  PSI is the first company to get 3D animation and laser scanning data admitted into a court trial in the US.  PSI has maintained a 100% admissions rate at trial for our 3D animation with over 1,000 cases to date.  Prior to joining PSI, Cosima had developed an 11 year background in Real Estate and has been a licensed Real Estate Salesperson for 8 years.  She has 15 years of financing experience in the areas of banking and Real Estate loans.  Ms. Broglio is passionate about the needs and goals of her clients and has managed several projects from initiation to closing. She is a strong leader who inspires confidence and trust in others while motivating project staff to perform at the consistently high levels needed to meet and exceed her client’s expectations.

Marnie Prock is a senior paralegal in the Municipal Law practice group of Best Best & Krieger LLP. She has more than 26 years of legal experience working on cases that involve public agencies, private companies and individuals. She works on complex projects for BB&K's 8 California offices and the Washington, D.C. office. Marnie's experience includes complex eminent domain actions involving acquisitions for a myriad of large public projects, such as airports, levee improvements, freeways/highways/roadways, billboards, parkland, sewer and water easements, bridges and other public improvements. She is able to coordinate and organize multiple owner, tenant and parcel projects, including actions filed across multiple counties. In recent years her practice has shifted to real estate and development matters, title insurance litigation and telecommunications. In this capacity, she assists with title searches, analyzing title exceptions and defects, drafting acquisition agreements, leases, conservation easements, and property exchange agreements. In addition, she has a vast knowledge of land use, zoning and entitlement processes across California. She also applies for and manages several clients' property tax exemption filings.

Sarah Williams joined the IRWA in 2016 and is an active member of the Young Professionals group. Sarah has 14 years of combined experience between residential Real Estate and Right of Way. Sarah has a Bachelor's Degree from CSU Sacramento majoring in Criminal Justice. She earned her California Real Estate Salesperson's license in 2017. As the Project Assistant for Paragon Partners Ltd., Sarah has assisted on a variety of projects, including transportation, infrastructure, water, bridge, and affordable housing. These projects have enabled her to learn about various right of way processes, including partial acquisitions, full takes, relocation services, and conservation easements.
